Following some discussion on a French wagon forum, it would appear that these underframes had been intended for covered vans to the French design OCEM 29 (OCEM played a similar role to the RCH in the UK, at least with regard to standardisation) for use by the British Expeditionary Force. With the collapse of France, those vehicles with bodywork already built were sent to the British forces in Egypt, whilst the remaining chassis were used for hoppers.
